The Convention on International Trade② in Endangered Species① of Wild Fauna and Flora (CITES③) was concluded in Washington, D.C. on 3 March 1973 and entered into force on 1 July 1975. It regulates international trade in specimens of wild animals and plants through a system of import/export permits keyed to three Appendices (I species threatened with extinction, II species that may become so, III species protected at the request of a Party). The Republic of Korea acceded on 9 July 1993, with entry into force for Korea on 7 October 1993, designating a national CITES Management Authority (the environment ministry) responsible for issuing permits and certificates.
대한민국은 1993년 7월 9일 CITES에 가입(1993.10.7. 발효)하였고, 2004년 「야생동·식물보호법」(법률 제7167호)으로 제정된 후 2011년 전부개정을 거쳐 현행 「야생생물① 보호 및 관리에 관한 법률」(법률 제21126호, 2026.5.12. 시행)로 개칭된 법률을 통해 협약을 국내 이행하고 있다. 제16조는 국제적② 멸종위기종③ 및 그 가공품을 수출·수입·반출·반입하려는 자가 기후에너지환경부장관(구 환경부장관)의 허가를 받도록 하고, 허가기준을 CITES 부속서 I·II·III에 따른 거래규제 및 종 생존 위협 금지에 직접 연계한다. 무허가 거래 시 제68조제1항제5호에 따라 3년 이하 징역 또는 300만원 이상 3천만원 이하 벌금, 수입 후 무단 용도변경은 제69조제1항제4호에 따라 2년 이하 징역 또는 2천만원 이하 벌금에 처한다. 주무기관은 기후에너지환경부(국립생물자원관 등)이다.
