Tier C Suggestive similarity — semantic or keyword overlap + plausible timing
Multilingual semantic similarity
cosine similarity (method detail)0.843

Computed with intfloat/multilingual-e5-small multilingual embeddings. Display score is a calibrated mapping of the raw cross-lingual cosine (0.843); higher means closer meaning. Reflects semantic similarity, not proof of causation.

  • Parallel domestic policy development is possible.
  • Industry or market pressure may have driven similar language.
  • A common external shock (e.g., financial crisis, pandemic) could explain parallel adoption.

Original (Global)

UNDRR is the lead UN entity for the coordination of disaster risk reduction. The Sendai Framework for Disaster Risk Reduction 2015-2030 sets out seven global targets and four priorities for action to prevent new and reduce existing disaster risk. UNDRR's Making Cities Resilient 2030 (MCR2030) initiative supports over 2,000 cities in building local resilience through participatory risk assessments and planning.

Echo (Korea)
