The IMO International Code for Ships Operating in Polar Waters (Polar Code), mandatory under SOLAS and MARPOL, entered into force on 1 January 2017, requiring ships in Arctic and Antarctic waters to hold Polar Ship Certificates (Categories A, B, or C), carry a Polar Water Operational Manual, meet ice-strengthened construction standards, and comply with discharge restrictions including a prohibition on oil discharge into Arctic waters and, from July 2024, a ban on heavy fuel oil use under MARPOL Annex I Regulation 43A.

한국은 2021년 4월 13일 제정된 「극지활동진흥법」(법률 제18055호, 시행 2021. 10. 14.)을 통해 해양수산부 장관이 5년 단위 극지활동진흥 기본계획을 수립하도록 의무화하고(제6조), 쇄빙선극지 인프라 확보 및 북극항로 개발을 국가 책무로 규정하였다(제1차 기본계획 2023~2027). 또한 「선박안전법」 시행규칙에 따른 극지운항기준을 통해 IMO 극지코드의 극지운항선박 증서(Polar Ship Certificate) 발급 등 의무사항을 국내 이행하고 있다. 2025년 7월 29일에는 해양수산부·극지연구소 주관으로 한화오션과 IACS PC3급 LNG-MGO 이중연료 전기추진 쇄빙연구선(총톤수 1만 6,560톤, 2029년 12월 인도 예정) 건조 계약을 체결하여 극지코드 기술기준을 직접 적용하고 있다.
