Global purpose, Korean purpose, and precursor stages. Reasoning echo is discourse observation — not proof of coordination.

Global purpose

Prohibit chemical weapons and implement OPCW verification duties through a dedicated Korean CW/BW prohibition act.

The Chemical Weapons Convention① (formally the Convention on the Prohibition② of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction) was opened for signature on 13 January 1993 and entered into force on 29 April 1997. It prohibits the development, production, stockpiling, transfer and use of chemical weapons and mandates the destruction of existing stockpiles, and is administered and verified by the Organisation for the Prohibition of Chemical Weapons (OPCW③) in The Hague through declarations, routine industry inspections of scheduled chemicals (Schedules 1, 2 and 3) and challenge inspections. The Republic of Korea signed on 14 January 1993 and deposited its instrument of ratification on 28 April 1997, becoming an original State Party when the Convention entered into force for it on 29 April 1997.
