Evidence Scorecard

A single score cannot prove an echo. This card triangulates semantic, temporal, and linkage evidence.

Tier C Suggestive similarity — semantic or keyword overlap + plausible timing
Multilingual semantic similarity
cosine similarity (method detail)0.803

Computed with intfloat/multilingual-e5-small multilingual embeddings. Display score is a calibrated mapping of the raw cross-lingual cosine (0.803); higher means closer meaning. Reflects semantic similarity, not proof of causation.

  • Parallel domestic policy development is possible.
  • Industry or market pressure may have driven similar language.
  • A common external shock (e.g., financial crisis, pandemic) could explain parallel adoption.

Original (Global)

The International Commission on Radiological Protection (ICRP) is an independent, international organization that advances for the public benefit the science of radiological protection, in particular by providing recommendations and guidance on all aspects of protection against ionizing radiation. The ICRP system of radiological protection is based on three fundamental principles: justification, optimization of protection, and dose limitation. ICRP Publication 103 (2007) provides the current framework for radiological protection.

Echo (Korea)
